Let The Scales Fall From Your Eyes

Increments do not mean that some public sector workers get annual pay increases well above the cap.

They mean that it takes however many years to reach the point of being paid the real rate for the job, which is the rate at the top of the incremental pay scale in question.

At least in effect, which is legally enough, they are also a flagrant example of age discrimination.
